Is it time to move fish farming into open waters?

In Carlsbad California where Hubbs Sea World in San Diego is already raising white sea bass in a lagoon, the National Oceanic and Atmospheric Administration (NOAA) are looking at a possible expansion they said it could create jobs.

The national fish farming initiative that was announced in Carlsbad aims to increase seafood production and create jobs, however the environmentalist are concerned that it could affect the oceans health.
